On Wednesday September 2, 2020, Ludovic Ngatsé, Minister Delegate in charge of the Budget, completed by Brazzaville the round of Congo's tax base services, which he had started on June 17 and 18.

Opened by Ludovic Itoua, Director General of Taxation and State Property, in the presence of Reforms and Public Accounts Adviser to the Minister Delegate in charge of the Budget, Wilfrid Ngoma Mboukou, and the Director of Information Systems, Guy Noël Londongo; the workshop on the use of the new NIU was held on Friday, August 21, 2020, in a conference room of the Ministry of Foreign Affairs in Brazzaville. The presentation on the use of the UIN platform was given by the UIN project head, the Engineer Colonel of Police, Henri Jacques Kiénaka. 

Receiving the new Central Tax Directors, during an orientation exchange organized in his office, Thursday, August 20, 2020, the Minister of Finance and Budget, Calixte Nganongo, assisted by his colleague in charge of the Budget, Ludovic Ngatsé, instructed his interlocutors to become new inspectors.

The ceremony for the handing over of instructions between the 9 incoming and outgoing Central Directors of Taxation (out of the 10 appointed by Prime Minister's Decree No. 2020-267 of August 7, 2020) took place on Wednesday, August 19, 2020, at the headquarters of the General Directorate of Taxation and State Property, and at the Large Enterprises Unit, in Brazzaville, under the chairmanship of Hermann Rodney Gouellet, Tax and Customs Adviser to the Minister of Finance and Budget, Calixte Nganongo.

On Monday, 10 August 2020 in Brazzaville, the Minister of Finance and Budget, Calixte Nganongo, cut the symbolic ribbon marking the inauguration of the cell of the new Unique Identification Number (NIU). In the presence of two members of the Government: Yvonne Adélaïde Mougany, Minister of Small and Medium-Sized Enterprises, Handicrafts and the Informal Sector, and Ludovic Ngatsé, Minister Delegate in charge of the Budget.

The Director of Information Systems (DSI) of the Ministry of Finance and Budget, Guy Noël Londongo opened, Tuesday, August 4, 2020 in the economic capital, the training workshop, simultaneous managers of the Large Enterprises Unit (EMU) and the sensitization workshop for taxpayers registered in this unit.  

On Monday 20 July 2020 in Brazzaville, the Minister of Finance and Budget, Calixte Nganongo, having at his side his counterpart Delegate for the Budget, Ludovic Ngatsé, opened the work on the project of recasting the General Tax Code and drafting the Book of Tax Procedures. 

"I am officially launching the E-TAX application of the General Directorate of Taxes and Domains," said the Minister of Finance and Budget, Calixte Nganongo, on Wednesday, July 1, 2020 in Brazzaville, during the official launch ceremony of the new platform E-TAX (Tax Management System) which will replace the former SYSTAF (System for Automated Tax Processing).

On Friday, June 26, 2020, the Minister Delegate continued his tour in the services of the tax administration of the economic capital, among others, the Large Enterprises Unit; the Petroleum Tax Unit (UFP); the Office of the Advance Payment on Various Taxes (BASDI) . 

With a view to improving the performance and efficiency of the Congolese tax administration, the Minister Delegate to the Minister of Finance and Budget, in charge of the Budget, Ludovic Ngatsé, has issued important directives to the managers and agents of the Departmental Directorate of Taxes and State Property of Kouilou (DDIDK). Minister Ludovic Ngatsé thus set the tone for the next six months to achieve the expected results. This was during the working mission he carried out from Thursday 25 to Friday 26 June 2020 in Pointe-Noire.
